For this issue, whilst making sure the files are unlocked after downloaded from the internet by going to properties as mentioned here : https://winaero.com/blog/how-to-unblock-files-downloaded-from-internet-in-windows-10/

The simplest solution i have come across is to downloaded the latest version of SDK or package deployer.

for USD package deployer – make sure you have the latest version from microsoft Downlods. This mistake generally happens when we simply type “USD package deployer download” – it gives us a result which will be 2.2 version and old one.

instead type “USD Package Deployer Latest” , you will get the latest one and you verify that as below:

And for  Microsoft Dynamics CRM SDK – make sure you get those tools from Nuget Manager as  mentioned here using powershell : https://docs.microsoft.com/en-us/dynamics365/customer-engagement/developer/download-tools-nuget
